Bathroom remodel cost in California

What actually moves the number, when a permit is required, how Title 24 applies, and what a realistic timeline looks like for a bathroom remodel in California.

Why published averages rarely apply

Search for bathroom remodel cost and you will find national averages built from thousands of unrelated projects. They are not useful for planning a specific room in a specific California home, where slab construction, hillside access, older framing and city permit requirements all change the work. The factors below are what we look at before quoting anything.

Factors that determine bathroom remodel cost
Cost factorWhat it changes
Scope of the remodelA small bathroom remodel or powder room refresh, a full bathroom remodel, and a primary (master) bathroom remodel are three different projects. Square footage matters less than how many trades are involved.
Whether plumbing movesKeeping the toilet, tub and vanity in place is the single largest cost saver. Relocating a drain means opening the floor, and on a slab that means cutting concrete.
Tub to shower conversion or walk-in showerA tub to shower conversion changes waterproofing, drain type and glass. A curbless walk-in shower installation also requires the floor structure to be recessed.
Material selectionsPorcelain tile, natural stone slabs, custom vanities and designer fittings span a very wide range. Material choice is usually the widest variable in any luxury bathroom remodel.
Structural and hidden conditionsOlder California homes frequently reveal dry rot, outdated wiring, galvanized supply lines or under-sized venting once walls open.
Accessibility requirementsAn accessible or aging in place bathroom remodel adds blocking, wider clearances, curbless entry and specified support elements — planned in, they cost far less than retrofitted later.
Permits and inspectionsPermit fees vary by city and county, and inspection scheduling affects the calendar as much as the budget.

Permits and Title 24 in California

Most full bathroom remodels in California are permitted work. Moving a drain, adding circuits, changing exhaust ventilation or altering framing all put a project into permit territory, and permitted work is reviewed against Title 24, the state energy efficiency standard published by the California Building Standards Commission. For bathrooms that usually means lighting efficacy and controls plus exhaust ventilation. Requirements and fees are administered locally, so we confirm them with your city or county building department at the start rather than assuming.

  • — Like-for-like fixture swaps: typically no permit
  • — Relocating plumbing or drains: permit
  • — New or altered electrical circuits: permit
  • — New or relocated exhaust fan and duct: permit
  • — Removing or altering walls: permit, with structural review if load-bearing
